1923 Elections

On June 27, 1923, the annual election was held. Many members remained all night until noon of the following day watching the tellers tabulating the vote, and making sure no ballot stuffing took place. (This was an old and adhered to way of winning city elections, getting drinks for votes and standing in for those who usually did not show up to vote. It led to closing bars of Election Day.)

The following were elected without opposition:

President - Frank L. Kelley

Vice President - Stephen J. Murphy

Treasurer - Theodore Gould

Financial Secretary - John T. Fennell

Recording Secretary - Frank R. Sheehan

Press Secretary - George E. Capelle

Foreman - Edward F. Leeman

The following were also successful in the election:

Business Agent - John J. Regan

Trustee - R. N. Marginot

Inspectors - Walter Dame and William Ralph

Executive Board - George E. Capelle, Edward C. Carroll, Harry Wilke, Sam Parker, John J. Queeney, John W. Barton, James T. Kilroe, and James Nichols

Examining Board - Frank R. Sheehan, George E. Capelle, Edward C. Carroll, Harry Wilke, and John W. Barton

Delegates to Mass. St. Branch A.F.L. Convention - Martin T. Joyce, (Secretary Treasurer now), Frank L. Kelley, Frank R. Sheehan, and John Queeney

Delegates to the IBEW Convention - John T. Fennell, John J. Regan, Martin T. Joyce, George E. Capelle, Frank R. Sheehan, John F. Queeney, L.W.E. Kimball, John Barton, Stephen Murphy, Rudy Marginot, Andrew B. Johnson, and James T. Kilroe.

1300 members were eligible to vote in 1923. Of 369 Masters-licenses in Massachusetts, only 32 employ union members. 4300 licensed journeymen and helpers. (Information provided by Brother Albert Edson, State Examiner of Electricians).

1924 was not a good year for Local 103, but it was not bad either, several events occurred in 1924, which were to have an effect on the union in later days.

The first most significant change came when the employers and Local 103 adopted a Joint Apprenticeship Program.

Many of the future Officers of Local 103 were in this first class of apprentices. The union members of the committee were Martin T. Joyce, (President of Local 103 and Secretary Treasurer of the Massachusetts State A.F. of L.), Business Agent, John J. Regan, and Press Secretary-Executive Board member, George E. Capelle. A.J. Hixon and Gilbert Chadwick are representing the employers.

The second change by action of the Local Union increased the number of Business Agents to two and the both to be elected by the membership.
