The offices of Local 103 were moved in 1922 from Wells Hall to rooms 301 and 302, at 196 Hanover Street, Boston, approximately where the expressway crosses Hanover Street today. 987 Washington Street is where the Mass Turnpike extension passes by the Josiah Quincy School.
In December 1922, the Local 103 Press Secretary, George Capelle, confided that unorganized "fly-by-nighters" numbering about forty, competing against two legitimate shops paying union wages in Quincy. A committee of three - Financial Secretary Fennell, Executive Board member Barton, and George Capelle, were appointed to organize the forty into Local 103. This is a prelude to the vast amount of work Local 103 members would get at the Quincy Shipyard and construction of the Weymouth Edison facility.
The 10-month agreement Local 103 signed expired on April 1, 1923. Conferences between committees of the employers and trades were again chaired by Mayor Curley. His Honor, at the opening meeting, stated that he believed the men should be granted an increase in wages. The matter of wages will be decided by the general committee and the matter of conditions will be adjusted by the electrical contractors and Local 103. The agreement will run until April 1925 - Journeymen wages went to $1.05 and to $1.10 on July 1, 1923, helpers wages went from 62.5 cents per hours to 67.5 cents in April and up to 72.5 cents in July. Forty-four hours per week double time. Workmen working outside the city limits will receive travelling expenses, men to be paid in cash weekly, no more than 3 days withheld. The Boston Building Congress, through its Apprenticeship Committee to install an Apprenticeship program in Local 103.
Sixty-eight men who were members of the Carmen's Union were transferred to Local 103. This group makes the Boston Elevated Railway one hundred percent Local 103. The negotiating committee of Local 103 is attempting to have all wages of the Elevated Railway brought up to the new construction wages. Sixty more men of Local 717, Department B - armature winders, also were transferred to Local 103. A monster repair shop is under construction in Everett, Massachusetts.
On Friday evening, May 11, 1923, Local 103 held a reunion at the Nautical Gardens ballroom. About 300 people attended.
