Just prior to election day in 1932, Local 103 saw the deaths of three important Brothers; Martin T. Joyce, who had become a member of Local 103 in 1905, and had served for the past twenty-two years as Secretary-Treasurer of the Massachusetts State A. F. of L.; Theodore Gould, a charter member and the only Treasurer Local 103 had ever known; and Peter Collins, former International Vice President and Local 103 Business Agent. These true and loyal members, along with Jack Fennell, were the backbone of the local union.
Coupled with the loss of several positions on the Executive Board, Trustees, Foreman and the devastating work situation, a house cleaning took place in the election of 1932.
The election was held at the English High gymnasium, where six voting machines were used. The polls were open from 9 a.m. to 5 p.m. and here are the victors in this election, which was supervised by the International Vice President Keaveney.
President - Charles P. Buckley
Vice President - Stanley P. Barton
Recording Secretary - Frank R. Sheehan (narrowly over Joseph Slattery)
Financial Secretary - John J. Regan (only uncontested office)
Treasurer - James T. Kilroe
Business Manager - Joseph L. Murphy (2nd Local 103 Business Manager, appointed Jack Smith, former I.V.P. and William Horneman, who had been appointed Business Agent by Major Capelle after special election on 1931 when the Constitution was changed.)
Executive Board - Joseph General, Edward C. Carroll, Timothy McSweeney, and Edward P. Cunningham
Examining Board - Benjamin Carpenter, James F. Horan, William Ralph, Thomas Whelan, and Edward F. York
State Electrical Workers Convention - John Regan and Francis Sheehan
State A. F. of L. Convention - James Kilroe, Frank Sheehan, Frank L. Kelley, Joseph Buckley, and Edward C. Carroll
Under the new constitution, the President appointed Chester Malin, Louis Hawks, and Henry Cahill as Trustees and Joseph Slattery as Press Secretary, as well as other appointments which did not include long time stalwarts Frank L. Kelley, Major Capelle, and Harrie S. Goodwin.
Partly because of attrition and the Depression, the old guard of Local 103 was gone and Jack Smith, who had lost the International Vice President job to Brother Fennell in 1927, was back as Business Agent.
