1935-1936: Upswing

The year 1935 marked the 35th anniversary of Local 103. The first Labor Day parade since 1926 took place and 1,000 members marched down the streets of Boston before Governor James M. Curley. The membership was on the upswing again and although many had left the business (Charles Buckley to the state A.F. of L. and Joe General, opened a furniture business on Dorchester Avenue). Electricians had gone to work where there was work, teaching, auto salesmen, etc., and did not return, but the ranks of Local 103 were replenished through the "Wagner Act" or "National Labor Relations Act" which gave governmental protection to union organization which led to a rapid increase in union membership.

Prior to 1935, the only type of membership in the IBEW was "A" type. They paid .37 cents per month for the IBEW pension. This year, the IBEW instituted by referendum vote (no convention until 1941), the "B" type membership, where the initiation fee was $1.50 and per capita payments of .50 cents per month. This allowed the unorganized in utilities and manufacturing plants to join the IBEW and assisted in making more "Union thinking" persons, electing more "Union thinking" officials, who administrated the N.R.A. and P.W.A. work programs.

Later these "B" locals would start raiding on the higher paid jurisdiction of Local 103, but in 1935, this action was beneficial to the construction industry just in the area of sheer numbers of organized union people. So called "B" members did not participate in the IBEW death and pension benefits.

Despite the new labor laws and work projects the government leaped headlong into, steady employment was hard to come by until World War II began in 1941.

Members worked 8 hours a day for $1.50 per hour and apprentices with school for four years experience 87 1/2 cents per hour.
