Early in 1937, Local 103 unveiled its Journeyman Skill Improvement School in conjunction with the Boston school department. Classes were held on Saturdays from 9 a.m. until 1 p.m. Co-ordinator of the program was Brother Rudy Marginot and instructors were Joe Connors, Harrie Goodwin, and Martin Keane. Classes in Advanced Drawing (Mechanical), Code Update, Oil Burner applications, Refrigeration and Air Conditioning theory and Neon Tube Bending and Wiring, Radio and Mathematics. This educational training was intricately tied to the W.P.A. and N.R.A. jobs where labor adjusters insured that the governments money was being spent on workers who were qualified to do the work of their trade. Former Business Agent William Horneman was the labor adjuster of the W.P.A. in Boston.
In May of 1937, yours truly was born, the first son of Walter Monahan, Chairman of the Examining Board. Born in Boston on May 5th, as the German dirigible "Hindenberg" glided over Boston on its fateful journey to Lakehurst, New Jersey, where it exploded on May 6th, killing 36 persons. This week also marked the opening of the Golden Gate bridge in San Francisco. The Japanese sink the U.S. naval vessel "Panay" on the Yangtze River in China as they begin their expansionism into China. Hitler is months away from "annexing" Austria (the Anschluss) and the National Apprenticeship Act was passed by Congress establishing the Bureau of Apprenticeship in the Department of Labor.
In August, Local 103 Vice President Sam Parker requested a leave of absence at this time his is known as the only electrical worker globe trotter. He has been traveling for years with his father and former officer Sumner Parker. Once they worked on the Rockefeller Institute in Constantinople, Turkey. This time, Sam is off to Panama where he says if the job and country were to his liking, he would remain indefinitely. The Parkers were the original travelling brothers and worked all over the United States and Canada. The Executive Board chose Joseph Slattery to finish the unexpired term of the Vice-President.
In December 1937, fifty-two members of Local 103 traveled to Local 41, Buffalo, New York, to work on the completion of the Chevrolet gear and axle plant. Press Secretary Joe Slattery reported they received a royal welcome from Business Manager William Fisher and his agent Jack Callahan.
