On June 24, 1939, a testimonial dinner was held at the Bradford Hotel in Boston for International Vice-President, Charles D. Keaveney, on the occasion of his twenty-five years of service as representative and Vice-President of New England. The testimonial commitee consisted of:

George Cottell - Business Manager, Fall River
Samuel Donnelly - Business Manager, Worcester
Ernest Forrest - Business Manager, Lynn
John F. O’Neil - Business Manager, Lawrence
George Lord - Business Manager, Providence, R.I.
Bart Saunders - Business Manager, Local 104, Boston
John J. Regan - Financial Secretary, Local 103, Boston
Among the many ideas Charles Keaveney created while serving the IBEW, was the creation of the State Electrical Workers’ Convention, held semi-annually in various Massachusetts cities. It was of great value in allowing Business Managers to know one another and exchange ideas, as well as control jurisdiction of electrical construction. Over fifteen hundred people attended, including International President Dan Tracy and former New England Vice-President, now International Secretary, G.M. Bugniazet. Less than a month later, Brother Keaveney died at John Hopkins Hospital in Baltimore on July 13th.
International President Dan Tracy selected John J. Regan to succeed Brother Keaveney. He is the third Local 103 member to become New England Vice-President, following Brothers Smith and Fennell. Frank L. Kelley of Local 103 continues as Executive Council member and William Doyle is chosen to fill out the unexpired term of Financial Secretary. Ed Carroll is appointed to fill the unexpired term of William Doyle as Business Manager. By April of 1940, James Kilroe, Treasurer of Local 103, retired on his IBEW pension. He was initiated in 1907, and in the next thirty-three years, served on the Examining Board, Executive Board, Recording Secretary, and Trustee prior to 1930 and as Treasurer until 1940. The Executive Board elected President Frank L. Kelley to fill the unexpired term of Treasurer and Vice-President Joseph Slattery to fill the unexpired term of President.
