In March of 1942, a new set of By-Laws were approved as amended by the members to coincide with the amendments to the Constitution, which had not been updated since 1929, you will recall. A new By-Law required the election polls be open an additional hour from 9AM until 6PM, on Saturday, June 27, 1942. The election fever is hot as Capelle and Carroll finished in a near deadlock two years ago.
However, on June 19, after Carroll and Capelle have been nominated once again for the office of Business Manager, George E. "Major" Capelle, dies. He was initiated into Local 103 in 1905. He had served as Press Secretary, Executive Board member, Business Agent, and the first Business Manager under the Constitutional restructure in 1930. A bachelor, he was completely and wholly involved with Local 103 business and its benefits. He organized where we had never been before and where we remain today. From the Boston Elevated, the newspapers, the famous stand on Edison property (and his dare to Edison to allow Local 103 contractors to bid Edison plant work), the sign industry, and in plant manufacturing of electrical fixtures and branch circuit devices and equipment, to the private telephone systems of hotels and businesses. He was continuously prying open new workplaces for Local 103 members. Always a true and loyal member of Local 103, his only other love than the Local Union was to walk around Castle Island. For thirty-seven years, the Major worked for the betterment of Local 103. Even today, his name is still brought up when discussing the fortunes of Local 103. A bronze plaque was ordered by the membership in memory of "Major" Capelle in 1944 and hung un the Union Hall for many years. It was inscribed, "In memory of George E. "Major" Capelle, Business Manager of Local 103, IBEW Boston, For Work Well Done."
