First Biennial Election

International President James Noonan died in December 1929, and the International Executive Council appointed Vice President Harry H. Broach to fill the term of office. Broach immediately called for a referendum vote to appoint a Special Constitutional Committee of eleven members, no two from the same local union, and the Executive Council approved the sending of the proposed amendment for a referendum vote at its March meeting. President Broach outlined the proposals in the March Journal: "Completely rewrite the IBEW Constitution and the local union bylaws for clarification, for strength in difficult times and to provide discipline, orderly conduct of business, and insure respect for authority." The referendum vote was passed by a margin of 8 to 1. President Broach appointed Financial Secretary John Regan to serve on the 11-man committee over Business Agent George Capelle, even though one of the major proposals for discussion was to elect a Business Manager who would appoint a Business Agent or Agents.

The Local 103 Executive Board attempted to set Local Union bylaws before the eleven-man Committee could promulgate a new Constitution and Bylaws, and the membership backed the bylaw committee by voting to change the annual knife-throwing contest of election to biennial (two year) elections.

In June, Local 103 held its first biennial election on a Saturday from 9 a.m. to 5 p.m. at Horticultural Hall, Washington Street and Huntington Avenue.
