The biennial election of officers in 1940 is the closest race for Business Manager ever. Seven votes separated past Business Manager George Capelle from William Doyle’s Business Agent Ed C. Carroll. George Capelle chose Joseph Slattery to be his agent. This election also marks the return of John Queeney to office, running uncontested for the office of President. An argument ensued between John Queeney and Eddie Berry over the position of Chairman of the Executive Board. Following are the election results from June 29, 1940:

Six hundred and ninety-three members cast ballots in the Business Manager’s race. The membership in 1940 was just under 1,000. The Financial Secretary could carry a member who was not paid up on his dues, using dues of members who paid their dues yearly or semi-annually, but they could not vote on election day unless a member had a paid up dues card. 99% of the membership were paid up for this election. The delegates to the 1941 IBEW convention are also elected this year. It is the first IBEW convention since 1929 and a lot of work is accomplished at this convention.
