A pro-workingman Congress followed up with (Byrnes Act), made it unlawful to transport or aid in transporting strikebreakers in interstate of foreign commerce and the Walsh-Healey Act involving public contracts.
Walsh-Healey established minimum wages, overtime wages for hours in excess of eight a day or forty a week, child and convict provisions, and health and safety requirements in government contracts. The New Deal for Local 103 is the Old Harbor Housing project. Lord Electric Company received the contract, which began in June of 1936, for an administration, maintenance, 33 apartment buildings, a steam plant, and electric substation. At peak, 55 electricians worked on the project in South Boston. This project provides 1,016 apartments. Each apartment is equipped with an electric refrigerator, range and radio outlet.
There are 17,400 ceiling and wall outlets. Some of the material amounts:
- 40,000 ft. lead covered conductors in an underground duct system.
- 250,000 ft. of 1/2" threaded conduit.
- 7,500 ft. of 3/4" threaded conduit.
- 11,000 ft. of 1" threaded conduit.
- 33,000 ft. of 1 1/4" to 4" threaded conduit for feeders.
- 580,000 ft. #12 wire.
- 145,000 ft. #8 to 600,000 c.m. for feeders.
- 33 transformers (13,800 Boston Edison).
The project was complete in 1938.
