Ten members were elected to the IBEW Convention of 1931, but this and other conventions were cancelled by referendum vote.
This was the last election in which members could run for multiple seats such as Recording Secretary and Examining and Executive Boards due to changes in the Constitution and Bylaws. The offices of Press Secretary, Foreman, Trustees, and Inspectors were removed from the ballot. The Executive Board was changed from a panel of eight to four.
Changes in the Constitution and Bylaws were immediately in effect in accordance with the referendum and on September 6, from 9 a.m. to 5 p.m., at Boston English High School, a special election was held using voting machines for the fourth time. Business Agent, Major George E. Capelle, was elected the first Business Manager in Local 103 by a large margin. Under reorganization, the elected Business Manager Capelle chose William Doyle from the Executive Board as his assistant.
The Executive Board members elected were: Edward C. Carroll, Ellis Dennis, William J. Doyle, and James T. Kilroe.
The A.F. of L. Convention was held in Boston in October. International President Broach and Secretary Bugniazet, along with International Vice Presidents' Dan Tracy and Keaveney; Brothers' Priest and Maroney of Local 3, New York; Brother Silvia of K.C. 134; and Brother Bresnehan of Local 110, St. Paul, attended an open house at Local 103, to give a talk on the new policies of the IBEW.
Feelings were running very high at this packed meeting. Brother Joseph Slattery requested of President Kelley that the visitors leave their handgun pieces at the door with the Foreman. This is the first occasion that the IBEW, in an attempt to establish order in its Local Unions, dictated policy to them. Membership opinions and voting were not considered nor requested and Local Unions, including Local 103, strongly resented the International President dictating policy.
